Ask HN: How do certain companies achieve such high visa acceptance?

According to http://money.cnn.com/2015/04/13/technology/h1b-cap-visa/, then there were 233,000 H1B applicants last year, and only 85,000 places. That should suggest that around 1/3rd of applicants should receive a visa on average.

Yet when I check the statistics for some companies, they are achieving a much higher success rate. See AirBNB for example: http://data.jobsintech.io/companies/netflix-inc

Am I misunderstand the statistics?
